This is the problem. I always anticipate that there would be tracks in a tunnel here so intended to provide access for cleaning from underneath. Hence there is no solid baseboard. The critcial points can be seen here.

It looks like a 3% gradient for the first part of the climb taking the tracks through 180 degrees followed by 4% on a tighter curve for a full 360 will put the track 2mm low for the station but we can gain those on the last curve.

So it will all fit and can use the woodland scenic gradients.

The climb might be a bit steep to get a 4 coach train out but I had intended this bit to be mineral only until I accidentally included a station at the canal dock.

Nothing is actually glued down at this point and fences seats lights etc need adding and this view is a little obscured when the crane is in place so I removed it for the photo.

The water tower with its lob sided tank sits over the point motor.

If the incline is a bit steep for passenger trains you can always consider using double headers. :D

I haven't wired the lower station in a way that would enable banking or double heading.The narrow gauge is DC only. However at this point I could isolate the piece of track that is at the end of the run round loop to hold a banking engine.

You could always revert to the early days when originally, it was thought that steam locomotives would not be able to climb the Whiston Incline without the assistance of rope haulage and a line-side winding engine. Maybe not though :D

It is polystyrene and made by Woodland Scenics. They produce it in 3 different gradients, 2%, 3%, and 4%. This is the 3% bit. I stick it down with 'no more nails'. My plan is to cover it in cardboard. It does mean you have to glue the track down though.

Thanks Graham, you can use Wilko's PVA adhesive and sealant that I find very good for track and if you ever need to lift it, all that you need is good old water.

I now own some Wilko's pva.

The loops are progressing and a train has ventured up to the first level. 3 coaches no problems, 4 coaches it did get there but with wheel spin.

The gradients are quite as designed, it was to be 3% for half a turn and 4% for the rest. It is actually 180 degrees at 4%, 180 at 3% and then 180 at 4 %.

Landscaping should be interesting with some pretty big retaining walls - perhaps in the Ffestiniog slate style? This may not be the most realistic looking part of the railway but it's fun!
