A lot of garden pond articles now carry warnings not to dispose of excess/unwanted plants in canals etc. because of this problem With regards to Japanese Knotweed the government and other organisations are looking into 'natural' methods to get rid of it. There is also a possibility of an ASBO and/or fine for home owners and anyone else that leaves it to go unchecked on their property.

No it was not,it highlighted the possibility of considerable expenditure that CART may not fully appreciate reference the future maintenance costs of our waterways and its possible impact on the hobby we all love.

Doesn't read that way to me.
