Looks like they are reinventing the wheel, the Rochdale Canal Company gated off this section of the towpath in the seventies when BW took control the gates were removed. CKP

This has been on the local North West news.

As with so many other things that happen around the canals 'their' answer always seems to be 'stop access to the canals fence them off'

When the tall building was built over the canal in the late 60s a condition was that the undercroft was lit unfortunately whist the fittings resisted the vandals there solution was to simply paint them out. this made working the lock very dodgy because it was very dark down there,When the lights were working it was no problem to the boaters and in any event the towpath downstream of the lock had no exit.The RCC used to keep their dredger on the pound above the lock but that was vandalized also.Things were reasonably safe until the lock cottage at lock 9 was vacated, subsequently, vandalized and demolished.
